Which of the following is true concerning access to frequencies?

Why FCC 97.101(b) says all licensees must cooperate in selecting transmitting channels, and that no frequency is assigned for the exclusive use of any station. That means no net, net control, contest group, or ongoing QSO owns a frequency or can claim a legal right to it. The only exception is genuine emergency communications, where 97.403 and 97.405 let a station use any means necessary to get help. Band plans, net schedules and common courtesy are voluntary agreements, not FCC-granted priority.
Watch out The choices giving priority to nets or to QSOs in progress describe good operating etiquette, and yielding is the polite thing to do, but none of that is a rule and no group can legally claim a frequency.

47 CFR 97.101(b) General standards.

(a) In all respects not specifically covered by FCC Rules each amateur station must be operated in accordance with good engineering and good amateur practice.

(b) Each station licensee and each control operator must cooperate in selecting transmitting channels and in making the most effective use of the amateur service frequencies. No frequency will be assigned for the exclusive use of any station.

(c) At all times and on all frequencies, each control operator must give priority to stations providing emergency communications, except to stations transmitting communications for training drills and tests in RACES.

(d) No amateur operator shall willfully or maliciously interfere with or cause interference to any radio communication or signal.
