When, other than during an emergency, may a Technician class licensee be the control operator of a station operating in an Amateur Extra Class band segment?

Why Under 97.301 the frequency privileges a station may use are those of the control operator's own license class, and 97.105 makes the control operator responsible for staying within them. A Technician licensee's privileges simply do not include the Extra-only segments, so there is no situation, other than a genuine emergency where normal rules are suspended, in which a Technician can be the control operator there. The only way a Technician can participate on those frequencies is to let a properly licensed operator act as control operator while the Technician speaks under that person's supervision.
Watch out The idea that an Extra can 'designate' a Technician as control operator, or that a club station trustee's Extra license passes down, confuses station ownership with operator privileges; an Extra can supervise a Technician at the mic, but then the Extra is the control operator, not the Technician.
Privileges follow the control operator's license, not the station, the club, or the team. Technician in an Extra band: never.

47 CFR 97.301 Authorized frequency bands.

The following transmitting frequency bands are available to an amateur station located within 50 km of the Earth's surface, within the specified ITU Region, and outside any area where the amateur service is regulated by any authority other than the FCC.

(a) For a station having a control operator who has been granted a Technician, General, Advanced, or Amateur Extra Class operator license or who holds a CEPT radio-amateur license or IARP of any class:
