Why Section 97.301(d) lists the General class HF privileges, and on 40 meters Generals get 7.025 to 7.125 MHz for CW/data and 7.175 to 7.300 MHz for phone. The 50 kHz slice between those two segments, 7.125 to 7.175 MHz, is reserved for Advanced and Amateur Extra licensees, so a General may not act as control operator there on any mode. The other two ranges listed fall inside General segments: 28.000 to 28.025 MHz is within the General CW/data allocation on 10 meters, and 21.275 MHz is exactly where the General phone privileges on 15 meters begin.
Watch out The 21.275 to 21.300 MHz choice tempts people because 15 meter phone below 21.275 MHz is Extra and Advanced only, but 21.275 MHz is the bottom edge of the General phone segment, not above it.
40 m has a hole for Generals: 7.125 to 7.175 is Extra/Advanced only. Remember 7.175 as the General phone floor.

The following transmitting frequency bands are available to an amateur station located within 50 km of the Earth's surface, within the specified ITU Region, and outside any area where the amateur service is regulated by any authority other than the FCC.

(a) For a station having a control operator who has been granted a Technician, General, Advanced, or Amateur Extra Class operator license or who holds a CEPT radio-amateur license or IARP of any class:
