Why The Volunteer Monitor Program is a cooperative agreement between the ARRL and the FCC in which trained amateur volunteers monitor the bands, document apparent violations for possible FCC enforcement, and also send commendations for good operating. Its stated purpose is to encourage amateurs to police their own bands and operate within the rules, freeing FCC enforcement resources for serious cases. It replaced the older Official Observer program in 2019.
Watch out Licensing exams are run by Volunteer Examiners under a VEC, emergency communications are the domain of groups like ARES and RACES, and repeater frequencies are handled by local frequency coordinators. None of those are the Volunteer Monitor function.
Monitor = watch the bands and nudge hams to self-regulate. Exams are VE, emergencies are ARES, repeaters are coordinators.
