Why The Volunteer Monitor Program is a formal agreement between the ARRL and the FCC, launched in 2019 to replace the old Official Observer program. Trained amateur volunteers listen on the bands, document apparent rule violations and also note exemplary operation, then forward their evidence to the FCC, which handles any enforcement. The volunteers have no enforcement authority themselves; they are the FCC's ears on the air.

Why Radio signals can travel either the short great-circle route between two stations or the opposite way around the world, the long path. Since both routes lie on the same great circle through the two stations, the long-path bearing is simply the short-path bearing plus or minus 180 degrees, and the two distances add up to about 24,900 miles. Long path is worth trying when the direct route crosses harsh conditions such as a daylight polar path, because the long way around may be entirely in darkness or otherwise better propagated.
Watch out The gray line is the terminator between day and night, used for gray-line propagation at sunrise and sunset; that is a different technique, though gray-line and long-path openings often occur at the same times.

What is QRP operation?

Why QRP comes from the Q-signal QRP, which means "reduce power" (QRO means increase power). Hams have adopted it as shorthand for operating deliberately at low power, conventionally 5 watts output or less on CW and digital modes, and often 10 watts PEP or less on SSB. QRP operators rely on good antennas, efficient modes and propagation to make contacts with a fraction of the usual power.
Watch out The invented "Quick Response Protocol" is a made-up expansion; QRP is a traditional Q-signal, not an acronym for a data protocol.

Why are signal reports typically exchanged at the beginning of an HF contact?

Why Exchanging RST early tells each operator how well they are actually being heard, which is the practical basis for everything that follows in the QSO. If the report is weak or noisy, you can raise power, switch antennas, slow your CW or use phonetics and repeats; if signals are strong, you can drop power and chat normally. It is an efficiency habit, not a regulation, and it lets both stations tailor the contact to current propagation and noise conditions.
Watch out Award programs such as DXCC or WAS do not require a signal report to be exchanged, so the answer about making the contact count is wrong; and a subjective readability and strength report says nothing about frequency accuracy, so it cannot calibrate a display.
